Home Education

Home Education is the sequentially progressive instruction of a student directed by his or her parent or guardian in order to satisfy the requirement for regular school attendance.

Establishing A Program

To establish a home education program for a student, please complete the Notice of Intent to Establish a Home Education form. Please complete the Letter of Termination of Home Education Program form to terminate a student's home education program in order to enter or return to Flagler Schools.

Evaluation

Florida Statute 1002.41(f), F.S

The parent shall provide for an annual educational evaluation in which is documented the student’s demonstration of educational progress at a level commensurate with her or his ability. The parent shall select the method of evaluation and shall file a copy of the evaluation annually with the district school superintendent’s office in the county in which the student resides. The annual educational evaluation shall consist of one of the following:

  1. A teacher selected by the parent shall evaluate the student’s educational progress upon review of the portfolio and discussion with the student. Such teacher shall hold a valid regular Florida certificate to teach academic subjects at the elementary or secondary level;
  2. The student shall take any nationally normed student achievement test administered by a certified teacher;
  3. The student shall take a state student assessment test used by the school district and administered by a certified teacher, at a location and under testing conditions approved by the school district;
  4. The student shall be evaluated by an individual holding a valid, active license pursuant to the provisions of s. 490.003(7) or (8); or
  5. The student shall be evaluated with any other valid measurement tool as mutually agreed upon by the district school superintendent of the district in which the student resides and the student’s parent.

Testing

Participation in the statewide assessment program is optional for home education students. Please visit the Home Education and Testing page for information about statewide testing for home-schooled students. Home education students cannot participate in local assessments, including those purchased, administered through a vendor, or created by Flagler Schools.

Learning Options

Flagler Schools will accept the unofficial FLVS if the student has completed four full course credits during the year. Elementary and middle School students must complete four core courses of Language Arts, Math, Science, and Social Studies. High School students must complete at least four courses/eight half segments (including one english and one math course).

Diplomas

There are no diplomas issued by the public school system in Florida for the completion of a home education program. A signed Home Education Affidavit of completion (notarized letter) submitted by the student’s parent attesting that the student has completed a home education program, pursuant to the requirements of s.1002.41, F.S. is the legal document of completion. As stated in s.1007.263(2)(a), F.S. it is equivalent to a high school diploma and is regularly accepted by state colleges and universities as proof of high school completion. 

Students who would like to receive a diploma must be enrolled for their entire senior year at one of our traditional high schools or iFlagler Virtual School.

High school level home education students may participate in partial enrollment at Flagler-Palm Coast High School or Matanzas High School and take up to three classes.

Transfer Requests

If there is a change of residence and the parent does not wish to terminate the home education program in Florida, they should notify the district to which the child is moving that they would like to transfer their home education program. They should also provide the previous district with information about the transfer. 

A home education transfer between districts does not require the parent to terminate the home education program (as they are not terminating; simply moving) and the parent does not need to provide an annual evaluation to the previous district.
